All my shortcuts have disappeared. Everything. Help!

I am often losing shortcuts but not all at once.

I ended up doing a factory reset. I tried restarting in safe mode, but even this didn't work. My only option was a full reset. I managed to back up everything first and then reinstall after the reset, so didn't lose my contacts etc.
