I'm not quite sure I understand what balance you want to check, if it's your bank account balance, you can check if the bank you are using have an application for bank errands that you can download from the Google Play store.
If you want to check your data usage, you can do so in Settings > Data usage > Mobile data usage.
Keep in mind that this the amount of mobile data you see here is an estimate and can differentiate from the one your operator have, so you can always check with them if you want to be 100% sure (they may also have an application or that you can send a text to a specific number to see the amount of mobile data you have left to use).
