To check out if your laptop has got usb 1.0 or 2.0 usb go to "system properties" and then go to the "device manager" that can be found on the hardware tab.
Then expand the "Universal Serial Bus Controllers" group.
If you see any ENHANCED host controller means that you have a 2.0 usb on your laptop. If you only see UNIVERSAL host controllers means that you have only 1.0 usb on it.
I don't think you can upgrade it. You can buy an 2.0 usb card that fits in your PCMCIA slot which every laptop has. I don't think they'll be too expansive nowadays.
Upgrade to WINDOWS XP SP2 for the neccesary 2.0 usb drivers.
PS: to go to "system properties" click the "system" icon in "control panel".
