Device monitor not responding error

Settings-about phone- diagnostics - Application not responding - Device monitor. How to solve this issue. I tried force stopped, clear cache and data, restart, factory reset. But still problem not solved.

That's rather odd, maybe a third party app it's acting up, boot on >>> safe mode as this will disable all third party apps.
