Why these ragged edges aren't downsampled if i more often look at backgourd of main screen than album? Main screen (only boos reactions)

I've had this problem before when setting wallpapers using the album app. A way to circumvent this is to use the Google photos app to set the wallpaper. Just ensure you zoom in a bit so you don't get a black bar at the bottom.
