Sorry to hear about this 

Disabling accessibility features

First I would suggest disabling accessibility features.

To do this, find and tap Settings > Accessibility. Once there, make sure to turn off every setting, depending on setting, either by tapping the slider, or by first tapping the settings title and then tapping the slider.

Once you have done this restart your handset.

Once i have followed the steps that you have said, can you put the accessability settings back on as i had to turn the virus program off.  And i have just seen that the system UI isn't respponding is still coming up after the restart.
