Have you tried clearing data for the apps that handles phone calls and messages? This will not erase any previous messages or call logs, but it will reset all settings for the apps which might do the trick. Find and tap Settings > Apps & notifications > Show all XX apps > Phone/Messages > Storage > Clear data > Tap "OK" > Restart the phone.
