I recently bought Xperia M Dual, and it does not have Developer Tools option. Even a cheap smartphone have that option.
Is it just my mobile problem or there is no Developer Tools option in M Dual.? How to do USB debugging?

it does, google has hidden this option
Settings > about phone > scroll to the bottom > type few times on build number

I'm new to android phones and even I wanted to find the Developer tool option for USB debugging.
As per the suggestion given by uliwooly after 2-3 clicks it pops a message "you are 4 steps away from being a developer".
Is it safe to unhide the developer tool option?
or is there any disadvantages?

There is no problem showing the developer options,in older software,it was visible all the time.The problem will be if you change parameters which you have no knowledge about.
