Cannot Access Camera from XZ Lockscreen after 4.2 Update

I've just updated to 4.2 and the feature that allows the user to access the camera from the lockscreen is not available to me. I swipe the camera icon from right to left, and the lockscreen moves one pane to the right. However, the icon in the middle of the pain is a camera with a ine through it, which I take means camera not accessible more or less. I press the icon and nothing happens. I've done a search both in this forum and in general online and I can't find a solution to this issue, as everybody who has posted instructions shows a pane in their lockscreen with an icon in the middle that is a camera without a line through it. Any advice on how I can turn this feature on in my lockscreen? Seems silly that by default it's off.

open the camera > settings > quick launch > select either launch only or any other option but "Off"
